Journal Policy

Peer Review Policy

All submitted manuscripts will be reviewed by the editorial team. Manuscripts that do not meet the journal's criteria will be rejected without external review. Manuscripts that have potential interest for the readership will be sent for peer review using a double-blind review system. The final decision will be made by the editor based on the reviewers' recommendations, with possible outcomes including: rejected, major revisions required, minor revisions required, or accepted.

Submitted manuscripts will generally be reviewed by at least two experts who will evaluate the scientific strength and consistency of the work, as well as ensure that the manuscript does not duplicate previously published work. If necessary, the editor may consult with members of the Editorial Board before making a decision.

Peer Review Process

  1. Initial Review: The editor evaluates the manuscript to determine its alignment with the scope of the journal. The manuscript will also be checked for indications of plagiarism. If the manuscript is not suitable for the journal or has a high similarity rate, it will be returned to the author.
  2. Peer Review: Manuscripts that pass the initial review will be reviewed by at least two anonymous reviewers in a double-blind review system, where the identities of both the authors and the reviewers are kept confidential.
  3. Decision: The editor makes the final decision based on the comments and recommendations from the reviewers.

Plagiarism Policy

Plagiarism, including self-plagiarism, is not allowed in the Indonesian Civil Law Review (ICLR). Every submitted manuscript will be checked using plagiarism detection software, such as Turnitin. If the similarity index exceeds 30%, the manuscript will be immediately rejected by the editorial board.

Before publication, authors are required to sign an Originality Statement declaring that the manuscript is an original work. This statement must be signed by at least one corresponding author who has obtained approval from the co-authors.

Withdrawal Policy

The journal editor cannot unilaterally decide which articles will be published. The publication decision is based on the policy of the Editorial Board and applicable legal provisions, including violations of copyright, defamation, and plagiarism. Published articles will remain available without alterations, except in exceptional circumstances that require withdrawal.

Article withdrawal may be initiated by the editor, the author, or the publishing institution. In certain cases, the withdrawal must be accompanied by an apology or clarification statement to the readers.

Reasons for Article Withdrawal

  1. The article contains significant errors that could affect the validity of the research findings.
  2. The article was submitted to more than one journal simultaneously (double submission).
  3. Violation of academic ethics, such as false authorship claims, plagiarism, self-plagiarism, or data manipulation.
  4. A withdrawal request by the author with reasons deemed acceptable by the Editorial Board.

Article Withdrawal Mechanism

  1. If an ethical violation is found before the article is published, the editorial team will return the manuscript to the author along with a retraction letter from the Editor-in-Chief.
  2. If a violation is discovered after the article has been published, the editorial team will take the following actions:
  3. Publish a retraction notice titled "Retraction: [Article Title]" in the next issue, and include it in the journal's table of contents.
  4. Display a retraction notice on the article's main online page with a link to the reason for retraction.
  5. The original article will remain available without alterations but will be marked with a "Retracted" watermark on every page.
  6. The HTML version of the article will be removed to prevent further distribution.

Article Deletion: Legal Limitations

In exceptional cases, such as when an article is found to contain defamation, false information, or poses a threat to national security, the article may be completely removed from the journal’s database. In such cases, the article's metadata (title and authors) will be retained, but the text will be replaced with a notice indicating that the article has been removed for legal reasons.

Article Replacement

If an article contains a serious error that could have significant consequences, the author may replace it with a corrected version. This procedure involves republishing the article with a notice stating that the previous version has been retracted and replaced by the updated version.
